Fix issues with Elixir 1.19 and LV 1.1.

  • Fix compile/tests issues with Elixir 1.19
  • Fix compile/tests issues with live_view >= 1.1
  • Remove support of experimental :for.index without generator
  • Use elixir 1.19.5 with erlang 28.3.1 in both, CI and .tools-versions
  • Remove support for Elixir < 1.14
  • Optimize compiler using manifest to void unnecessary compilation when there's no change
